Planning monitoring and land supply

This page provides information on the council's:

  • Authority Monitoring Report: published each year outlining the performance of planning policies and housing related statistics
  • Housing Land Supply Statement: a summary of land available for housing development
  • Local Development Scheme: the timetable for preparing the Local Plan

Authority Monitoring Report

The council assesses the performance of policies of the Local Plan to ensure they remain effective and relevant by monitoring key indicators relating to housing, employment and other development.

Findings are published in the Authority's Monitoring Report (AMR). The latest AMR, and reports from previous years, are available to view and download using the links below. A new AMR is usually added each autumn, reporting on the previous year.

Housing Land Supply and Housing Delivery Test

National planning policy requires us to demonstrate that there is a supply of deliverable land for housing development in the district. The Five Year Housing Land Supply Report (October 2024) calculates the amount of land deliverable for housing development within the next five years, from 1 April 2024 to 31 March 2029, and confirms we can demonstrate a healthy supply of housing land in excess of five years' worth.

Separately, the Housing Delivery Test measures the number of new homes built in East Cambridgeshire against the number of new homes that are required to be built in the district. In response to the Housing Delivery Test 2020 measurement (published on 19 January 2021), we produced an Action Plan which explains how the supply of new homes in the district will be increased. The improved Housing Delivery Test 2021 and 2022 measurements meant no such further Action Plan was required to be produced.

The Five Year Housing Land Supply Report and Housing Delivery Test Action Plan are available below.
