I am writing to inform you that we have searched our records. Although we hold some of the information you requested, East Cambridgeshire District Council does not hold the remainder.
We have provided answers to your request below.
The information you have requested falls within the statutory duties of the Electoral Registration Officer (ERO) for the East Cambridgeshire District Council. Under the Representation of the People Act 1983, the ERO is a separate legal entity from the Council and is responsible for maintaining the electoral register and processing applications. The ERO is not listed as a public authority under Schedule 1 of the Freedom of Information Act 2000 and is therefore not subject to FOIA. This means that information held by the ERO in carrying out electoral registration functions is not accessible via an FOI request to the Council. For this reason, we are unable to supply the specific datasets you have requested.
However, outside the scope of FOIA, I offer the following high-level information (using your question codes). However, it must be noted that Applications (to Register and for PVs) are received via multiple channels (Gov.uk portal, email, paper forms, canvass returns, etc.). In addition, East Cambridgeshire’s ERO (along with all other EROs) receive a significant number of duplicate applications each year, for example, where electors reapply unnecessarily, update details already held or simply apply again when there is an election pending. Our software system does not store data in the exact categories specified in your request; therefore, precise figures cannot be reported.
