Policy on activating SWEP

Can you please inform me of the following data, over the past five years:

  1. What data does your council hold on any use of 'sit-up' services (offer of a chair for sleeping sitting up) for homeless people in total, and for those rough sleeping when SWEP is implemented 
  2. The number of times you have implemented SWEP, and the conditions for doing so
  3. What, if any, verification/pre-conditions are used to access SWP provision
  4. What communication channels you use to publicise when SWEP is implemented 
  5. When your most recent policies and procedures in relation to extreme weather conditions were created, if they have yet been implemented, and if not, when they will be
  6. What reasons you have been given for anyone refusing SWEP provisions

    1. What data does your council hold on any use of 'sit-up' services (offer of a chair for sleeping sitting up) for homeless people in total, and for those rough sleeping when SWEP is implemented  - no sit up services, we have beds for SWEP provision

    2.The number of times you have implemented SWEP, and the conditions for doing so – SWEP has been activated as follows:

    December 2022           13 nights

    January 2023                 11 nights

    February 2023               5 nights

    March 2023                    5 nights

    November 2023           2 nights

    December 2023           10 nights

    January 2024                 9 nights

    November 2024           4 nights

    December 2024           2 nights

    January 2025                 11 nights

    February 2025               2 nights

    The dates above are all due to 0 degrees temperatures.

    3. What, if any, verification/pre-conditions are used to access SWP provision – risk assessments carried out for each individual

    4. What communication channels you use to publicise when SWEP is implemented  - emails to partner agencies, contact with individuals rough sleeping, social medias and our website.

    5. When your most recent policies and procedures in relation to extreme weather conditions were created, if they have yet been implemented, and if not, when they will be – included in our homelessness and rough sleeper strategy 2025-2030

    6. What reasons you have been given for anyone refusing SWEP provisions – no refusals
