Witcham Neighbourhood Plan: Referendum version

The submitted Neighbourhood Plan has been updated to incorporate the changes required as a result of the independent examination. This is the plan that residents in Witcham will be asked to vote on at the referendum.

Decision Statement issued 

The council has issued a decision statement following the receipt of the Examiner’s report into the Witcham Neighbourhood Plan. This confirms the council is satisfied that, subject to applying the modifications recommended by the independent Examiner, the Witcham Neighbourhood Plan meets the basic conditions and other legal requirements, and will proceed to referendum.

Examination complete

The Examiner's Report into the Witcham Neighbourhood Plan was issued on 18 November 2025.

The independent examination into the Witcham Neighbourhood Plan was completed on 18 November 2025 when the independent examiner issued the Examiner's Report to East Cambridgeshire District Council.

The independent examiner appointed to carry out the examination is Andrew Ashcroft (BA MA MRTPI). On 23 September 2025, a note was issued that explains how the examination will be undertaken.

On 30 September 2025, the examiner issued a clarification note. This contained initial comments and points for clarification. The parish council responded to this note on 9 October 2025.

Submission consultation

The emerging neighbourhood plan, together with supporting documents, were submitted to East Cambridgeshire District Council on 7 July 2025. A public consultation on the submission version of the neighbourhood plan took place between Thursday 17 July and Tuesday 2 September 2025.

Representations received 

Responses were received from eight consultees and are reported in the Witcham Neighbourhood Plan report of consultation.
