We and our partner agencies are committed to doing all we can to protect the health and wellbeing of rough sleepers during periods of severe weather.

This includes providing emergency accommodation so that when the weather gets bad, there is a warm safe place available at night for anyone who would otherwise have to sleep out. 

Definition of severe weather 

Severe weather is any sustained period of weather extremes, such as temperatures below zero, hot weather and storms. We are guided by government when to activate our emergency protocol.

Where possible, the decision to trigger the severe weather emergency protocol will be made 48 hours in advance.

This is to give all partner agencies enough time to notify rough sleepers and ensure accommodation providers have time to prepare to take people in.

The minimum period the severe weather emergency protocol will run is usually 3 nights.  

The exception will be those rare occasions when a short but intense bout of bad weather, like a storm, is predicted and it makes sense to get people under cover, if only for a night.

Any period which includes a Friday night will normally be allowed to roll over to include the Saturday and Sunday nights.  

Longer periods of severe weather will be renewed on a day-by-day basis.  

How the severe weather emergency protocol is communicated

Our Housing and Community Services Manager will:

  • send an email to all partner agencies
  • contact the council's communications team so that the decision can be publicised on the council's social media accounts
  • ensure our website is updated with an announcement of the activation of the protocol
