Copies of all correspondence relating to 25/00966/VAR – Land South West of Hill Farm, Reach

I am making the following request for information under the Environmental Information Regulations 2004.
The request concerns planning permission 25/00966/VAR, the underlying permission 18/01397/OUT, and particularly Condition 8 relating to the access between Fair Green and the main site and Reach Byway No. 7 (Reach 191/7) at Land South West of Hill Farm, Fair Green, Reach.
For the period 1 June 2026 to the date of this request, please provide:
- Copies of any correspondence, emails or other recorded communications between East Cambridgeshire District Council and Geoffrey/Geoff Newman, Margaret/Jane Newman, John Newman, Dan Houghton, Civilistix, Ben Elvin, HCR Trust Corporation, the landowner/trustees, or anyone acting on their behalf, concerning:
- Condition 8 of 25/00966/VAR;
- Reach Byway No. 7 / Reach 191/7;
- widening, metalling, surfacing or alteration of the access/Byway;
- compliance with or discharge/satisfaction of Condition 8; or
- the works required before occupation of Plot 1.
- Copies of any correspondence or recorded communications concerning any proposal, enquiry or discussion about altering, removing, varying, relaxing or otherwise changing or interpreting the requirements of Condition 8, including the requirement for the access to be metalled to Cambridgeshire County Council Highways specification.
- Copies of any correspondence or recorded communications with engineers, planning/highway consultants, contractors or other professional representatives acting for the landowner or trustees concerning Condition 8 or the required access works.
- Copies of any recorded information concerning meetings, telephone calls, in-person visits or other discussions involving the landowner, trustees or anyone acting on their behalf concerning Condition 8 or the access works, including officer notes, file notes, meeting notes or records of contact.
- Copies of any correspondence or recorded communications between East Cambridgeshire District Council and Cambridgeshire County Council concerning Condition 8, Reach Byway No. 7, the required metalling/widening works, the appropriate highway approval process or compliance with the condition.
- Copies of any internal ECDC correspondence, officer notes or recorded discussions arising from an approach by or on behalf of the landowner/trustees or any persons detailed in paragraph 1. concerning Condition 8 or the access works.
- Copies of any recorded correspondence or discussions during this period concerning compliance with Condition 8, occupation of the development where relevant to that condition, or potential enforcement arising from non-compliance with the access requirements.
For clarity, this request covers both formal applications/submissions and informal or pre-application enquiries or discussions. It is not limited to material appearing on the public planning register.
