List of all residential properties in the district, with full address, UPRN and council tax band
Request received 3 August 2026
I would like to request the Council's current list of all domestic properties within the East Cambridgeshire District Council area, including the full address, the assigned Council Tax band, the Council's local property reference, and the Unique Property Reference Number (UPRN) for each property on the list.
Responded 14 September 2026
Please find attached a spreadsheet containing Council Tax bands and Council property references for the residential properties in the district.
The addresses are being withheld under Section 21 – Information Accessible Via Other Means.
Address data is available from the Royal Mail, though PAF – Postcode Address File, which is licensed for re-use on a commercial basis; and through AddressBase, via Ordnance Survey. You may wish to investigate what datasets may be available to you via the Ordinance Survey products: Ordnance Survey | Great Britain's national mapping service
The information requested is available via Ordnance Survey or its licensed partners. Section 21(2) provides that information may be reasonably accessible even if payment is required for access to it.
In respect of those requests that were answered in full or partially and the total refused please take this as notice under FOIA, that we:
a) Consider the information as exempt from disclosure under the Act:
b) Claim exempt under sections of the Act:
Section 21 of the Freedom of Information Act 2000
c) State why the exemption applies:
The information requested is accessible to you via other means.
Section 21 states the following:
1) Information which is reasonably accessible to the applicant otherwise than under Section 1 is exempt information.
2) For the purposes of subsection (1) –
a. Information may be reasonably accessible to the applicant even though it is accessible only on payment, and
b. Information is to be taken to be reasonably accessible to the applicant if it is information which the public authority or any other person is obliged by or under any enactment to communicate (otherwise than by making the information available for inspection) to members of the public on request, whether free of charge or on payment.
Therefore, as the Council publish this information, the information is exempt from disclosure under Section 21 of the Act.
Our Street Naming and Numbering department have confirmed that our address data is created and maintained using address data licensed under the Public Sector Geospatial Agreement Member Licence. This address data is then shared with the Council Tax department. The address data therefore contains the intellectual property of Ordnance Survey and GeoPlace. The addresses also contain postcodes, which are the intellectual property of Royal Mail.
In relation to Section 43, it is our view that release of this information would prejudice the commercial interests of both GeoPlace and Ordnance Survey. Ordnance Survey is a wholly owned Government company, whose objectives include ‘to operate as a sustainably profitable commercial organisation, on a self-financing basis.’ Ordnance Survey generates revenue from the sale of its products and they have stated that release of this information would prejudice the commercial interests of both GeoPlace and Ordnance Survey. Therefore, the information requested is also being refused under Section 43 – Commercial Interests.
In respect of those requests that where answered in full or partially and the total refused, please take this as notice under FOIA, that we:
a) Consider the information as exempt from disclosure under the Act;
b) Claim exempt under sections of the Act:
Section 43 of the Freedom of Information Act 2000
c) State why the exemption applies
Commercial Interests
(1) Information is exempt information if it constitutes a trade secret
(2) Information is exempt information if its disclosure under this Act would, or would be likely to, prejudice the commercial interests of any person (including the public authority holding it)
(3) The duty to confirm or deny does not arise if, or to the extent that, compliance with section 1(1)(a) would, or would be likely to, prejudice the interests mentioned in subsection (2)
