Procurement process for contracting builders for work on Council buildings

Can you please tell me what the procurement process is for appointing builders to do council work.
Does East Cambs check complaints to Trading Standards or the police about its builders and the directors of the companies, and the companies with which its directors have formerly been associated with?

The Council does not own any housing stock, therefore the only council work that would require external builders, is maintenance work on council owned buildings and car parks. Procurement follows the Procurement Rules held within our Constitution, from which a local quote is sought and best value is secured. Trading Standards and / or the Police are not checked for complaints.
