You can apply for a free voter ID document, known as a Voter Authority Certificate, if:
- you do not have an accepted form of photo ID
- you are not sure whether your photo ID still looks like you
- you are worried about using an existing form of ID for any other reason, such as the use of a gender marker
You need to register to vote before applying for a Voter Authority Certificate.
Apply for a Voter Authority Certificate
You must provide a suitable colour photograph which meets the following requirements:
- a close-up photograph of the head and shoulders
- no other items or persons in the background
- no covering of the head unless worn for religious beliefs or medical reasons. Your face must not be covered for any reason
- in focus and clear (not blurry)
- in colour and taken against a light and plain background
- free from red eye, shadows and not in the reflection of windows or mirrors
- resembles a true likeness of the applicant without alteration
The photo must show you:
- facing forwards
- without covering your face
- looking straight at the camera
- with a plain facial expression
- eyes open and visible (for example, no sunglasses or eyes being covered by hair)

Other ways to apply for a Voter Authority Certificate
You can complete a
and send it with a colour photo to the electoral services department at the council, or apply in person at the council offices, bringing the necessary documents including a passport style colour photo.
