- Full Council meeting to finalise which proposal will be submitted to national government
- final preferred proposal(s) submitted to national government (28 November 2025)
2026
- national government consults the public on its preferred proposal(s)
- national government decides which proposal will be taken forward (July 2026)
- transition teams begin work to start shaping the new unitary authority
- informal staff engagement
2027
- transition teams continue to develop programme for transition
- elections take place to elect councillors to the new 'shadow' unitary authority
- informal and formal engagement in readiness for new unitary authority to go live on 1 April 2028
2028 onwards
- vesting day for new unitary authority (1 April 2028)
- structures continue to be developed
