A Feasibility and Options Appraisal Study for a new indoor leisure centre facility has been completed. This work has been informed and underpinned by detailed Facility Planning Modelling (FPM) data and consultation with a number of key stakeholders including National Governing Bodies, existing indoor leisure facilities and sports clubs. We also completed soft market testing with operators to identify the most cost effective facility mix from an operator's perspective.
Five possible facility mix variations were also assessed and appraised in terms of their capital cost estimates, revenue income generation, funding, and affordability.
On 12th November 2014, Council Members approved Option 6 which includes:-
